Overview
EVER Interiors Ltd. proposed a change of use at a property on Euston Road, converting the upper floors from storage to residential apartments, while retaining a commercial shop on the ground floor. Given its coastal location in Morecambe, a flood risk assessment was required to support the planning application and ensure long-term resilience.
Challenge
Although the site lies within Flood Zone 1 (lowest flood risk), its proximity to Morecambe Bay raised concerns about long-term climate-related flood threats, particularly from sea-level rise and increased rainfall. The assessment needed to evaluate flood risk from all sources—including tidal, surface water, and groundwater—under both current and future conditions.
Our Approach
Courous Ltd. conducted a detailed flood risk assessment which included:
Analysis of tidal and fluvial flood risk using Environment Agency flood mapping tools
Surface water risk assessment for various storm return periods
Groundwater risk mapping using Lancaster City Council’s Strategic Flood Risk Assessment
Climate change modelling to forecast future vulnerability
Emergency egress and drainage impact evaluation
Outcome
The FRA confirmed:
The site remains in Flood Zone 1, with low probability of flooding from all sources.
Surface water and groundwater risks were minimal, with no direct threats identified.
Even with climate change scenarios projected to 2125, the site is expected to retain its low-risk status.
Emergency evacuation routes were deemed safe, with primary egress via Euston Road.
Conclusion
The assessment demonstrated that the proposed development would remain safe and compliant with national planning policies over its lifetime. No additional flood mitigation measures were required. The report was submitted to support planning approval, ensuring the scheme could proceed confidently and sustainably.
